Goal
Standardize help text and disclosures.
Scope
- Implement accessible tooltip/popover
- Support inline definitions and rich content popovers
- Apply to at least 3 help hints
Acceptance Criteria
- Tooltip triggers work with keyboard and hover
- ARIA attributes correct
- Positioning stable on resize
