feat: verify snapshot gpg signature against EigenLabs public GPG key when restoring from an EL hosted snapshot #213

When restoring from an EigenLabs hosted snapshot, the Sidecar should verify that the downloaded file matches the corresponding signature.

To verify the file, we'd need to run (the equivalent of):

gpg --verify <dump file>.asc <dump file>

which should be possible using the Go gpg library: golang.org/x/crypto/openpgp.

We should also embed the public key into the sidecar directly for easy/trusted verification.
