New UDEV rules do not work on Ubuntu 18.04

I have tested Ledger firmware 1.5.5 and 1.6 in combination with Tezos Wallet 2.2.1 and 2.2.0 and I was not able to communicate with the ledger through the Tezos CLI.

Using the old script and adding the user to the group "plugdev" on the other hand does work in the above mentioned constallations.

FYI, still using an "old" Nano S for strictly wallet purposes. OS Version 2.1.0. I did not have to use sudo for octez-client to see the Ledger Nano S attached to an Orange Pi 5 Ultra. I set up the udev rules on that device based on some iteration of https://github.com/LedgerHQ/udev-rules/tree/master earlier this year. However, I moved the payment operations to an Orange Pi 5B yesterday, and even with the udev rules created by https://github.com/LedgerHQ/udev-rules/tree/master (followed by the udevadm commands to reload and trigger), octez-client list connected ledgers could not see the ledger unless I ran it with sudo. My resolution to be able to run the command without sudo: add the group "plugdev" AND added my username to the plugdev group
