A new install of both RoN and CBP incorrectly triggers the "RoN-reinstalled" check

As per title; this is only supposed to trigger if the RoN install looks new (implying a reinstall), but CBP is _not_ new.

Low priority (minimal impact to user), but it shouldn't be too complex to fix.
