[Bug] Black Mage at level 50 cannot cast Blizzard I at maximum Umbral Ice Stacks (it forces Blizzard 3)

Describe the bug
When in level synced content such as level 50 alliance raids, Blizzard IV Is not castable. The mod claims to downrank it to Blizzard I.
The UI will show Blizzard I, but when clicked, causes the character to actually cast Blizzard III.
This is only the case if your Umbral Ice stack is at 3. Below that, it will correctly cast Blizzard I.

To Reproduce
Please try to submit as much information as possible to reproduce the behavior:

1. Which plugin version you have - Latest
2. Which job is affected - BLM
3. What are your enabled combos for that job - Blizzard1/3 Feature, Enochian Feature
4. Which skill is placed in your hotbar - Blizzard IV/Fire IV
5. Are you using any other XIVCombo fork? because you shouldn't - No

Expected behavior
Blizzard I should be cast when the button shows Blizzard I. It should not cast Blizzard III at all.
