PAL mode does not work, system locked to NTSC

I am happy with the new firmware version 2.1.10, which has solved many problems.
But I must point out that it is not possible to switch from NTSC mode to PAL mode (and with some games "Prince of Persia: Warrior Within" the localization does not work correctly), even if you do the switch several times with Enigmah and verify that the EEPROM is actually set in PAL mode.
I was able to set the PAL mode only by deleting the "kp.bin" file, but the video output is squeezed sideways, while if the monitor is set to "fit image", the image is shifted and enlarged.

After installing stellar and updating to version 1.7.2, I was finally able to enjoy PAL games with the correct localization of dubbing.
However, I must point out that some titles such as "Halo 2" have a problem with the correct hooking of dialogues (they start at different times than normal or tend to overlap slightly), I noticed that on the original dashboard and with Stellar set to PAL mode, the 60 Hz mode is not enabled (in fact, the option is not even present in "Stellar OS"); I don't know if this affects the correct synchronization of dialogues, but usually this problem with dialogues (on this generation of consoles) occurs when NTSC games are run in PAL mode or vice versa.
