so on second thought, Add Exams and Upload Exams being two separate buttons with different purposes was maybe unclear.

Add exams is the button we use to select exams from the local computer. Something like "Select exams" is probably a better title
Upload exams is the button we use to send the exams to the server. Something like "Submit", "upload", etc. is probably a better title

We can make this clearer

Acceptance criteria:

~~Rename these buttons to make their purposes more clear 💀~~ done by exam bank ux #306!
Disable and grey out the upload button until 1) there exist exams that have been added and 2) their corresponding data has been filled out.
- If the second condition is harder than expected, feel free to push it to another ticket!
