Improve state management of videos

**Feature Description**
Currently for videos, the video state and timestamps are managed by passing down the values through the Chart object. 
This should be updated so that they are not passed directly and should instead use an independent tool that is responsible for managing the video and timestamp which is called in the chart and video players.
