Numpy issues with carla

I got a couple numpy errors when running scripts in CMD for carla:

1. Runtime error regarding numpy installation and windows runtime
   

2. Fails to recognize numpy installation even though I verify it's installed.
   

Let me know if anyone else runs into this issue.
