Add support for update releases

Feature description

It would be nice if there was a flag to enable releases updates, similar to what this similar action (see "allowUpdates") has. This is very useful in case somebody wants to rerun the github pipeline. Right now we get an error due to resource already exists.

In that case, I think it's OK to remove Release, Tag, or version branch by mannually or using API.
Rerunning action needs information where step failed, and it should be confirmed human sight.
