Push for Hodgkin-Huxley neuronal component

Placing this action item here as the Hodgkin-Huxley neuronal cell / dynamics needs to be implemented (and some of Gerstner's classical results will be used to verify its behavior) and supported in ngc-learn's standard base components. This will be written / is planned for the upcoming ngc-learn major release nudge.
