Monkeypatch DaskRunner optimizations #37

I've just submitted a few patches to the DaskRunner in Beam based on the investigation Matt and I have undertaken the past two weeks. Our intention is to make this pipeline run reasonably well on SLURM: https://github.com/NERC-CEH/dri_gridded_data/blob/main/scripts/GEAR/convert_GEAR_beam.py

Matt: when you get a chance, would you mind trying to run this with the following two changes applied to the Beam runner?
