Add a log file indicating the NetCDF restart file in the dev/ufs-weather-model branch

Is your feature request related to a problem? Please describe.
It's been requested to assist in tasks such as scaling, to have a log file that states that the restart file has finished writing. Currently this is just needed in the dev/ufs-weather-model branch for the NetCDF restart files.
