What new functionality do you need?

A new module file should be written for WCOSS2 to handle special modules required for the upp jobs. In particular, the CRTM module version should match the version that the UPP is compiled with.

Acceptance Criteria

All UPP jobs, including the extended goes and npoess jobs, run successfully.
