Issue with annual payment to third party and net cost

If you model third party financing with an "existing generator", the calculations in proforma.jl:

• Assume the developer's annual_om costs include the O&M costs of the existing generator.
• And thus include this cost when calculating the annual payment to third party

I think the payment to third party should only be for new systems, not existing
