Moving numpy req to 2

Listing out the preferred sequence to implement #1051 .

• Merge Add automatic benchmarking to FLORIS #1060 to have benchmark timing in place before we make the change
• Patch release of FLORIS including the benchmarking
• Merge Update numpy req to 2 #1051 into develop
• Minor release of FLORIS including the upated requirement
• Update FLASC to follow sem-var practice of only automatically updating to patch release
• Update FLASC minor req to FLORIS up to latest ver
• Update FLASC to numpy 2 req and check no issues
• Hercules/WHOC/

This feels like a case where we would ideally leave the requirements update on the develop branch for some time before merging to main? To give us and others time to prepare patches for dependent repositories, among other things.
