docs: Document standalone NICo control plane setup with DPF provisioning #2897

Description

@shayan1995

How would you describe the priority of this documentation request

High

Describe the future/missing documentation

Description:

As DPF becomes the go-to solution for DPU provisioning in NICo, we need documentation covering how to instantiate a completely standalone NICo control plane from source code including and DPF without requiring any other DSX artifacts.

This is particularly important ahead of deprecating legacy DPU provisioning, as the lack of clear guidance will create friction for users during managed host ingestion on newly built sites.

Acceptance Criteria:

  • Document the supported bring-up sequence for a standalone NICo + RMS + DPF control plane
  • Clarify the supported workflow: "Bring up the site → Install DPF if needed"
  • Reference DSX bring-up tooling and SBOM (coordinate with Andre Prado / Marcelo de Souza Araujo docs)
  • Add reference to the DPF Helm charts in the doca-platform open-source repo
  • (Stretch) Integrate DPF setup into setup.sh as an optional component

Context:

DPF Helm charts are publicly available at https://github.com/NVIDIA/doca-platform/.
