Issue overview
The Objective Function to Minimize field is validated but otherwise not referenced. This value should have a corresponding field in the Model class and an enumeration to match the options in the IDD.
Logic should also be added to SetOperatingSetting() to check that the new field is set to ElectricityUse. The existing logic already assumes ElectricityUse, but it should be explicit since this change provides the capability to do so and will make it easier to implement the other options.
