demo for multi-decadal rollout

Could release the scripts that run the Taconite rollout or maybe they're already released.

@calbaker rollout_demo.py uses the Taconite network already, but it only does a 1-year rollout and doesn't compare across powertrains, etc. It'd be nice to make some set of canonical-ish results reproducible somewhere.
