Helper functions to clean up disconnected databases and tables

Enhancement Request

Add helper resources to clean up:

• Athena databases that are no longer in use
• Athena tables with an S3 path that no longer exists

Certainly a stretch goal here but Athena (and glue crawlers) on RESBLDG has gotten pretty cluttered with stale databases and tables that no longer exist. While we can clean up manually, it would be awesome if we can have something to do this efficiently. So that we can more easily browse through valid tables.
