Description
The project description mentions "audio notifications" for watch rules, but this isn't fully implemented across all OS versions.

Task

1. Implement a cross-platform play_alert() utility.
2. Use the ASCII Bell \a for a basic terminal beep or integrate a lightweight C++ audio header for a custom .wav sound.
3. Trigger this only when a "Watched IP" or "Watched Port" is detected.
