Test Hardhat with the latest Node LTS version. These are typically released in April.

Node v24 hasn't been released yet, but support for Node v23 has already been added in these PRs:

This intermediate support for v23 should make it easier to adapt the code for v24 once it's available.

Holding off on these PRs until v24 becomes available.
