As a Finishline admin, I want to create a list of useful links and assign them to different dashboards so that relevant resources appear in the right context
Acceptance Criteria
- Admins can create, edit, and delete useful link entries
- Each link has a label, a URL, and a dashboard (Recruiting, New Member, or Both)
- Mirrors FAQ admin structure
Proposed Solution
Same as FAQ management - might need new schema field for dashboard target. I'll do this after #4131 and just use the same approach.
