Code that generates YAML isn't in this repository

I think it's in the YODA-tools repository. But I think it really belongs here. After all, the excel itself is not the YODA file, the YAML is. So it seems that the code that is necessary to convert the excel into the YAML should live here with the excel. Then other tools to work with and validate the files can live in the YODA-tools directory. Or maybe these two repos should just be joined so no one is confused which they should look it.
