Date and Time Picker is not user friendly, forces us to use local time zone #1822

The current drop-down method is awkward and time consuming and forces the end user to calculate times based on their local time zone.

Please allow the end user to select the time zone for the change. We are a global company.

Additionally, the current time of day picker is really awkward to use.

Possible suggestions:

Allow us to type in the time of day after using the calendar to pick the date.
Default the time to 12:00 AM
If 1 and 2 are not possible, please disable wrap around scrolling because it becomes very easy to overshoot the most common minutes, which is at the start of the hour.
