We need a new linter - submissions will adhere to

and run on
Py 3.10.12
Ubuntu 22.04.2 LTS
for your container. feel free to refer to:

Make sure this linting logic runs only for Track 1
As for the actual linting action we can just ensure that we can run the test script?
