Is your feature request related to a problem? Please describe.

OED v1.0 allows for general units. As part of the OED plan, we would like to generalize the conversions to allow ones that vary with time. The plan is outlines in the conversion that vary with time design doc.

Issue #1303 discusses client-side conversions. If time varying conversions are successful then that should not be done.
