Add WebView2 Is missing dialog and then install it if the user doesn't have it for Windows

Apparently if you try to run the Launcher itll fail silently without any message or dialog or error on command prompt if user doesnt have WebView2 runtime installed on Windows which is quite puzzling please atleast add so that if user doesnt have that runtime install it

WebView2 is listed as a prerequisites of running tauri app on Windows: https://v2.tauri.app/start/prerequisites/#windows

Yea forgot to mention i was running OpenTaiko Hub on Windows 10 LTSC at the time but because i removed Microsoft Edge WebView2 thats what caused it to crash

Also thanks for clarifying that this is an Tauri app not an electron app
