Support passing YAML in from the command line for --smartDialerConfig

Currently it, I believe only supports JSON: https://github.com/Jigsaw-Code/outline-app-maker/blob/main/wrapper_app_project/.scripts/util.mjs#L44

We should be passing through YAML. It may be simpler to just make the contents of the smartDialerConfig opaque to the script.
