Adjust the NCAR access logs based on their requests.

Things NCAR wants and can be done currently.

• GeoIP Information for caches being accessed

• This is doable via getting the geoip/cache information from the directory endpoint and then matching on site name

• App Information

• So as to able to differentiate xrdcl-pelican and pelicanfs from other apps
• This is in the grace database so easily getable

• Site Name and Cache or Origin

• Operation Time:

• How long the total operation takes
• There is a field in the database, but I need to determine the units

Responding to this in the issue. @hrhampapura Sometimes we just don't have the hostname. If it isn't provided by the requester, then we don't have it. Why? I don't know, still looking into it. Not sure if it's fixable as of yet.
