Download all responses as PDF uses 100% CPU and never finishes

I have a questionnaire activity on the latest version of the plugin with about 20 responses.

If I click the red PDF icon to download the responses as a PDF, it gives me a PDF to download, instantly, no problem.

If I go to "view all responses > download > report type: Portable Document Format (.pdf) > Download" the page hangs forever, and a PHP process starts which uses 100% of a CPU.

Is there a difference between how the red icon creates PDFs and how the drop-down creates them?
