Handle close markers in Leaflet clusters

• MW version: 1.31.1
• PHP version: 7.1.23
• SMW version (if applicable): 3.0.0

Issue

format= leaflet supports markerclusters. When points on a map are very close together it is not possible to zoom in close enough to split the cluster. The cluster marker stays on the map and it is not possible, to get to the clustered markers itself and maybe links on them. My suggestion is a leaflet map with markerclusters has to break all clusters on a max zoom level.

On further consideration I suppose that is not quite the same. The current behavior is nice for things on the same spot, but not things that are merely close.
