Add an admin action receipt view.

Current Behaviour

Admin users may not have a clear receipt after whitelist updates, asset registration, role changes, or minting.

Expected Behaviour

The dashboard should show receipt status, operation type, target, transaction hash, explorer link, and next action.

Suggested Implementation

Create receipt view, status mapping, SDK integration, fixtures, tests, and docs.
