feat: Notify user about patch bundle updates

Feature description

Add an option to the ReVanced Manager settings that allows users to choose how often to check (in the background) for updates to the user's patch bundles. There should be an option to never check.

When an update is found, a push notification should be delivered to the user, informing the user which patch bundle has been updated. Opening the notification should open the changelog or a menu that gives easy access to the changelog(s).

Motivation

Currently, users need to open the Manager to see if patches have been updated. This can easily be forgotten by users.

Push notifications for updates is a useful utility for many, and it will promote people to keep their patched apps up-to-date.

Additional info

I opened a similar request over a year ago for the the Flutter Manager back when the Manager was early in development. The feature was not integrated due to the issue of needing to run in the background, and possibly other issues. See #902 for more information.

However, now that the Manager is being rebuilt in Compose, now is a good time to consider this feature that is standard in many similar apps.

Why would users be interested in the patch bundles updating? Unless major fixes have been made, it's not intended for users to constantly check up on the patch bundles

Many people prefer to keep their software up-to-date. Not just for major fixes, but also minor bug fixes, as well as newly implemented features.

In that case, "There should be an option to never check." this option should also be the default behavior

That's fine. Also it's worth clarifying that the setting is only for checking in the background. There should always be a check when the user opens the app

This can probably be closed as the bundle auto update feature exists. No notification is needed if the manager already does the refresh in the background (imo).

Users still need to manually patch the APK to get the latest updates, so having a push notification to reminder that without having to check manually would be very good.
