Add /recover command for license recovery

This command should allow moderators to type /recover and then specify a FC and whether they want a rksys.dat or an .rkp file (rksys.dat by default) output. This should simplify license recovery for moderations. It should also write the VR to the license, if it is below the maximum (which should be 65534 or smth) - if it exceeds that, just put it at the maximum.

It should faithfully recreating the DWC Auth Data block from the original so that no clearing is necessary.

This is how the values should be populated:

• Game ID salt: always RMCJ
• Pseudo User ID 1: always 2048
• Pseudo User ID 2: always 0
• Pseudo Player ID: stored on the server/in the database, not visible in pinfo_private though
• Authentic User ID 1 & 2 can be derived from the stored User ID seen in pinfo_private, refer to https://github.com/GABRlEL/GABRlEL.github.io/blob/c9692bde5bf18efc59def1fe06aecf2975188f41/godtool.html#L3485 as Godtool already resolves this properly
• Authentic Player ID: = Pseudo Player ID
• Player Profile ID: known as PID

whether a license has been faithfully recreated can be tested with Godtool, and Godtool in general can be used as a reference.

Low prio for now. For future reference this should also be available for those with linked accounts.

This can wait for server-sided vr to be fully implemented. Maybe vr can be an option for moderators if it's not stored server side?
