[FEATURE] Speed up the Household Characteristics module #178

As somewhat related to #145, having the program run faster is just overall nicer for testing and whatnot. After #145 is solved, the slowest part of the program by a large margin is the Household Characteristics module. Like I'm just estimating, but it probably takes at least 15 minutes to run

Speed up the Household Characteristics module. How exactly this is to be done you may ask? I don't know, it's up to you! As an enterprising Data Scientist, I believe in your abilities!
