[FEATURE] Change package manager from `conda` to `uv`

Is your feature request related to a problem? Please describe

The ABM team recently updated the Population-Sim repo to use uv, see SANDAG/Population-Sim#92. It seems like the primary benefit of using uv is speed and better ability to solve weird dependency chains.

Describe the solution you'd like

Evaluate whether uv is truly better than conda for package management, of it would just add un-necessary complexity given that we don't have issues with dependency clashes
