sig#832 | Add support for BitStringStatusList

Description

When creating the status list the request should allow to decide whether the schema of the status list should be StatusList2021 or BitStringStatusList.

Acceptance Criteria

• enhance POST api/dim/status-list/{bpn} with status list type
• the status list should be saved with the type in the database
• enhance GET api/dim/status-list/{bpn} with a query param to query the status list with the type
