Only Able To Toggle On/Off 1 Controller At A Time

I'm only able to toggle one controller at a time.

Start the game with only virtual controllers.
Turn both real controllers on.
Go into the UI and try to toggle both virtual controllers off.
Only 1 virtual hand stops tracking and 1 real controller starts tracking.
