Add PR annotations support

It's possible for an action to add annotations directly to files in a PR, in order to show more rich content inline.

For example:
https://docs.codecov.io/docs/github-checks-beta

We should experiment with adding these annotations as part of this action, as the lcov files contain enough information to allow this.
