Update the :chat-gpt: react parser to abide by !nda and apply per message

#344 added a new parser to address #314. However, unlike the summary parser this does not currently support !nda blocking.

Additionally, this will only work for the first time a user leverages this react in a channel. By using the ts attribute and thread_ts we can narrow this to message
