The ability to produce infinite plasma at a low energy cost can trivialize fueling shuttles and energy production, making the TEG a generally superior option to other engines.
Removing this would make obtaining large amounts of plasma more complicated, potentially requiring the players to setup a supermatter engine to be able to fuel shuttles.
This isn't something that can be done easily, due to how crucial both power and shuttle flight are to gameplay.
