Loader turtles (I think?) cause random dirt blocks to suddenly appear underground on ceilings (Fabric)

See title. It's super weird. Using 1.20.1-1.2.5 on Fabric. Nothing relevant seems to appear in logs, so I've got no idea. The only feature from the mod I'm using is the chunk vial peripheral on standard turtles, which is why I think it's that. Removing the mod causes the dirt blocks to stop appearing.

Okey, let's start with basic questions:

• Is turtle on same chunk?
• Is turtle above or below this dirt blocks?

Turned on chunk borders so it's slightly more obvious, but the dirt is confined to the chunk the loader turtle is currently in (or at least, the chunk it has force loaded).

The turtle is below the dirt blocks. Specifically, this turtle happens to be at y=0 while the dirt is spawning at y=4 or y=5.

Now that I'm observing this more closely, the blocks appear to reform into the same pattern each time. I can't confirm for sure, but it's worth noting that this is a tunnel I dug out at this level, so it's possible that the dirt is respawning into its previous position.
