Update templates & localizations for TWW

The templates and instances are still set for old expansions

SMARTBUFF_TEMPLATES
SMARTBUFF_INSTANCES

Consider removing some of the older ones/adding new raids

Localizations are out of date and out of sync.
Notably, shield/offhand type is english only.
Do we even care for non-english localizations anymore?

I'll start working on the locals/translations and bringing them into sync in the coming days.

The instance list has been partially updated in English at least and several minor issues fixes with encoding since this ticket has been made.  The rest stands there's a localized drift around few things between primary English and other locals.  Sent from my mobile headquarters.

I tend to agree about removing older raids, but then how far do we go when doing the clean up. Id prefer to do this before doing the local translations etc.

Current expansion raids only imho. Otherwise too long. Custom templates exist for reason.  @speedwaystar updated them too iirc. Check the current code  Proooobably good to hook the list to game version so it's dynamic to whatver classic version it's on....

we need to rethink the template code being based off the English localization text, but that's another patch.
