Add browser push notifications for stream events

Overview

Users should be able to opt in to browser notifications when a stream they own is about to expire, or when a withdrawal is available.

Acceptance Criteria

• Permission prompt shown only when user enables notifications in settings
• Notify 24h and 1h before stream expiry
• Notify when claimable balance crosses a user-configured threshold
• Service worker handles notifications even when tab is in background
• Settings page allows per-stream notification preferences

Hey, I'd love to take this one on! With 3 years of experience as a full-stack developer and a solid history of open-source contributions, I'm very comfortable working with browser APIs and service workers.

I'll implement the service worker to handle background notifications for the 24h/1h stream expirations and custom balance thresholds. I'll also wire up the permission opt-ins and build out the per-stream notification toggles in the settings page so users have full control. Let me know if I can grab this and I'll get to work!
