[feat]: OS api for indicating new data needs to be backed up

Prerequisites

• I have searched for existing issues that already suggest this feature, without success.

Describe the Feature Request

Allow services to notify the OS that new critical data is available to back up. This will notify the user to back up, or perform an automatic backup at the next allowed time if that is configured.

Describe the Use Case

This will allow us to be more efficient in backing up data, while also making sure critical data doesn't go too long without backing up.

Describe Preferred Solution

Once EmbassyOS has a Process api in EmbassyScript, the main method for a container can invoke whatever main runtime is necessary, then also call another api to notify about backup data when necessary.
