Update & Setup Percy Visual Testing in CI Pipeline

Percy used to be in action a long time ago but clearly needs maintenance and re-wiring

Overview

Currently our Percy integration exists but isn't configured in CI. We should set this up to catch visual regressions automatically.

Tasks

• Verify Percy account status and access
• Add PERCY_TOKEN to GitHub Actions secrets
• Add Percy step to CI workflow
• Update README with Percy badge and setup instructions
• Run initial baseline snapshots

Notes

• Current Percy badge in README:
• Will need to coordinate with Netlify deployment to ensure correct environment setup
