[FEATURE] Sort out `intercept_plus_treatment` random effects specification for multivariate treatments

Is your feature request related to a problem? Please describe.
For now, intercept_plus_treatment random effects specification in R and Python BCF is switched off for multivariate treatments. Enabling it should be straightforward, but it requires sorting out details and writing test cases.
