Use suggestions from the approved answer

You can set the follow up questions in the answer 'approval' page (see below), but these have no effect(!) on the suggestions given when used for real.

This requires editing the /api/v1/follow-ups endpoint to check the approval_answer_messages table for an approved answer with a message_type set to suggestions.
