Sedate - make it free action, this is very ultra niche option, but it has some actual gameplay purpose - if you need to GTFO right now and you have a stunned or panicked soldier, you could KO them, grab them and run.... but this requires abit too much conditions to be realistic and results in this ability, which is actually handy in its core, to be bordeline unusable or counterproductive.
Just make it a free action to sedate, you wont break the game with it, you are already trading a soldier for a soldier and you have now 2 useless units.
Commisar - change it to tranq shot as stated above, or just get rid of it entirely because in its current state, nobody in their right mind would use it and there are objectively better ways to fight MC that doesnt involve instantly killing your troops.
You need this - really, it should just scale w tech and VIP should be more accurate...not 60 aim on a pistol range table....
